Failure In Governing: Democrats To Deem A Budget Into Existence And Pass It

Remember the “Slaughter Solution?” Last time, it was your health care. This time, it’s your wallet, and your children’s future. The same Democrats who months ago tried to pass a massive health care bill without an actual vote have returned with another “deem” scheme — a ploy by which they will disingenuously “deem” a non-existent budget as having been passed – without actually writing a real budget – so they can continue borrowing and spending future generations’ money on President Obama’s failed “stimulus” policies, ObamaCare and other big government initiatives. Watch for Democrats in the U.S. House of Representatives to attempt to execute this outrageous maneuver later this week when House Democratic leaders bring up the rule for H.R. 4899, the Supplemental Appropriations Act of 2010. They may also reportedly try to move a “deeming” measure as a stand-alone bill or resolution this week and call it a “budget.” A non-partisan Congressional Research Service (CRS) analysis states that this ‘deeming’ measure is not a budget, but rather a resolution that allows Congress to continue spending and borrowing “on an ad hoc basis” – every taxpayer’s worst nightmare.

American families would love to “deem” their checkbooks balanced, or their credit card bills paid, or their car loans forgiven. But they have no such luxury; it ain’t the way the world works — unless, evidently, you’re a Democratic politician in Washington. Last week, House Majority Leader Steny Hoyer (D-MD) announced that President Obama and the Democratic majority in Congress, having racked up record levels of debt in the past 18 months, are simply cancelling the federal budget process this year, punting on all tough spending decisions. According to CRS, this is the first time since the 1974 Budget Act became law that the House of Representatives has not adopted a budget resolution.





This unprecedented failure of leadership could not come at a worse time for our country, or our economy. Everyone knows that in tough times, budgets are more important – not less important. Coupled with job-killing big government policies like Obamacare and President Obama’s new “cap-and-trade” national energy tax, the spending spree in Washington is hurting our economy, creating uncertainty for small businesses and preventing the creation of private-sector jobs.



More than 100 economists recently signed a statement calling for immediate bipartisan action to rein in government spending in order to boost the economy and support job creation. On websites like AmericaSpeakingOut.com and in town hall meetings across the nation, Americans are registering their anxiety about America’s mounting debt and the ongoing expansion of government, screaming “stop!” But President Obama and his Democratic allies in Congress are turning a deaf ear to it all, ignoring the will of the people and plowing ahead with the destructive borrowing-and-spending spree that is hurting our economy and robbing our children and grandchildren of their future.





Rep. Paul Ryan (R-WI), the ranking Republican on the House Budget Committee, condemned the Democratic majority for its “scheme and deem” maneuver in the weekly GOP radio and internet address this past weekend:



“[Last] week the House Majority Leader announced that Democrats are canceling this year’s budget. Instead of reining in out-of-control spending that has pushed our national debt past $13 trillion, Democrats have made clear their intention to raise taxes on middle-class families to fuel their continued spending spree. Talk about a recipe for disaster: Democrats are offering no budget, no priorities, and no restraints – yet all their taxing, borrowing, and spending continues unchecked. With this budget failure – a first in the modern era – Democrats are missing a critical opportunity to provide the fiscal discipline economists say is needed to create private-sector jobs and boost our economy. This unprecedented budget collapse also sends a clear signal to American families struggling to meet their own budgets that Washington still doesn’t recognize the severity of its spending problem.”



Republicans have offered ideas on how to start reining in spending immediately. House Budget Committee Republicans’ plan to starting cutting spending now has been posted by Congressman Ryan on the America Speaking Out website here, where all Americans can vote on it, comment, and share their own ideas. House Republican Whip Eric Cantor (R-VA) has also posted a spending-cut plan on AmericaSpeakingOut.com; Whip Cantor’s proposal can be seen here, where again, all Americans can vote on it, comment, and share ideas of their own.
